I also think we need to stop issuing changes to it at least for the last two
weeks before the SC34 meeting so that national delegations can have time to
discuss the text sensibly. (We had the UK meeting yesterday, and one of our
outputs from this will be a formal request that the requirement for national
bodies to develop national positions be built into the process more than it
currently is.)
