[sc34wg3] New TMCL draft on the way

Graham and I had a meeting today and went through all the open TMCL  
issues. We didn't quite settle all of them, but certainly made good  
headway.

The statuses should be read as follows:
  New = not ready to tackle this yet
  Assigned = a next step has been decided
  Rejected = not going to do this

The list doesn't display closed issues by default, but if you select  
"all" in the status drop down and press "apply" it does.

We're hoping to have the draft ready by next week some time. Note that  
some few template names and PSIs will change.
