[sc34wg3] TMQL complexity

Greetings!

For those who prefer to look at working code as opposed to dry standards 
prose there is:

to consider.

It's not a reference implementation and isn't complete (I have been told 
it is missing sorting, output to CTM) but it is evidence that the 
current draft can be implemented as written. No need to reset all 
counters to zero and have another run at the problem.
