[sc34wg3] CXTM: Locator sets

Hi all,

Comments against <http://www.isotopicmaps.org/cxtm/2008-04-14/>

It seems that after a subjectIdentifiers, subjectLocators, and
itemIdentifiers element, no "#x0A" is inserted. So, the very first
locator appears at the same line as the parent element:

    <subjectIdentifiers><locator>loc1</locator>
    <locator>loc2</locator>
    </subjectIdentifiers>

That's okay, but I wonder why the locators are treated differently
from every other element that has children.
