Topic Maps Applications must not claim conformance to this RM4TM
if their designs are inconsistent, in any way, with the constraints
imposed by this RM4TM on the designs of conforming Topic Maps Applications.
If a Topic Maps Application complies with all the provisions of
this standard, then it is a conforming Topic Maps Application.
