TM Applications must define consistency rules regarding the
combinations of values that any given node's SIDPs can exhibit in order
for that node to be regarded as exhibiting a valid combination of SIDP
values. Merging processes must be implemented in such a way as to detect
and report (as Reportable TM Processing Errors) conditions that violate
these consistency rules.
