Two assertions are always considered identical if they have the
same assertion type, and the same role players (or the absences of role
players) play the same roles. Two assertions are never considered
identical, even if they have the same role players playing the same
roles, if either or both of their assertion types are unspecified. This
clause provides the operational definitions of these concepts.
