This RM4TM defines an abstract structure, called a "topic map
graph", in terms of which all kinds of topic maps can be uniformly
interpreted, regardless of their governing TM Applications, and
regardless of the TM Application-defined interchange syntaxes in which
they may be representable.
The topic map graph (TMG) is a structure into which any topic map
can be interpreted, without regard to its governing TM Application or
the syntax in which it is represented. A TMG represents all the
subjects, whether expressed or implied, in a given topic map. This
section defines the rules to be followed in constructing a TMG for a
topic map.
