[sc34wg3] ISO 13250-3 Amendment

Greetings!

I located the pending work on 13250-3. I don't think it will be that 
hard to complete.

This was after I stopped traveling or at least I wasn't at the meeting. 
Suspect it was after I stopped traveling.

The scope of the project is to remove the requirement of an "id" 
attribute on a "topic" element. See the document for advantages, etc.

Unless someone else wants to jump in, I will try to circulate something 
a week or so in advance of our next meeting as proposed amendment language.

Thinking we should adhere to the scope of the change so we don't get 
bogged down in a lot of other potential changes and optimizations. Let's 
fix this as targeted.
