I assume the editors can clean this up on the final pass but...

7.3 ...The constraint specifies (reference to properties that follow)

....

7.6...and has the following properties (reference to properties that follow)

....

7.9 ...It has the following properties: (reference to properties that 
follow)

7.10...and has the following properties (reference to properties that 
follow)

....

7.12 ...Such constraints have the following properties: (reference to 
properties that follow)

7.13...and has the following properties (reference to properties that 
follow)

7.14...and has a number of properties: (reference to properties that follow)

7.15 - 7. 7.18 have no properties specified.

The "...." between section numbers indicates that the language noted in 
the beginning section continues in the intervening sections.

I think I have caught some of the systemic issues but there may be others.

I haven't started to review each clause in detail.

Oh, assuming a consistent use of names for the constraints, suggest the 
following language as an example:

The tmcl:item-identifier-constraint defines a constraint on number of 
item identifiers that can appear on topic map constructs of a specified 
type.

The properties of the tmcl:item-identifier constraint are:

(see my other post on the following association question. This looks 
overly convoluted.)

Note the use of *can* in the first sentence. In ISO control language 
indicates ability/capacity. I think this is appropriate for constraints.
