I created an issue for this so we can work out what to do:

Personally, I think I could live perfectly happily without this  
constraint, and leaving it out makes TMCL a little slimmer. Anyone who  
really wants this can in any case constrain the item identifiers via  
user-defined constraints.

If anyone really wants this, now is the time to speak out.
