[sc34wg3] TMCL: Item Identifier constraint?

Hi all,

We have Subject Identifier and Subject Locator constraint, but no Item
Identifier constraint. Wouldn't this useful in some situations? I.e.
constraining that the 'source' of the topic map must start with
<http://mycompany.com/topicmaps/>?

BTW: If we'd be able to constrain item identifiers, the mentioned XTM
2.0 issues become more important.
