[sc34wg3] Where is the scope-type in the latest TMCL draft?

Hello everybody,

I wonder why the scope-type is missing in the current TMCL draft. Did
I missed a discussion? I looked into the redmine project but didn't
find a clue for the removal. The announcement of the new draft also
didn't mention it. May it be possible it just was forgotten?
