[sc34wg3] CTM: Semicolons and the "main" identity

Hi all,

Every topic block in CTM is introduced by an identity. This is either
a simple topic identifier, a subject locator or a subject identifier,
or an explicit item identifier.

Should this "main" identity require a semicolon?

    john isa person.
    = http://www.google.com - "Google Website".

becomes

    john; isa person.
    = http://www.google.com; - "Google Website".

etc.

Thoughts?
