If it is the case that mailto:donald at duck.org is parsed as QName iff a
prefix is defined and treated as IRI if the QName is missing, I agree
with you, that this should be fixed.

A while ago we were in the same situation, where an identifier was
either treated as occurrence type or as template invocation.
Fortunately this was fixed and I hope, that the rootless IRI scheme
issue will be fixed as well.
