Comments against 0975 <http://www.itscj.ipsj.or.jp/sc34/open/0975.htm>

The Kyoto proposal *seems* to enforce that a prefix may either be used
exclusively as subject identifier or as subject locator:

       %prefix w = http://en.wikipedia.org/wiki/
                 ^^
                 Indicator for a subject identifier acc. to Kyoto

I think it would be nice if the a prefix is neutral. It should be
possible to use it as for subject identifiers *and* subject locators.

         %prefix w http://en.wikipedia.org/wiki/


         w:John_Lennon        # Prefix used for a subject identifier
         - "John Lennon"

         = w:John_Lennon      # Prefix used for a subject locator
         - "Wikipedia page about John Lennon"
