A clever argument, even if not a winning one in the eyes of JTC 1! ;-)
Actually what caught my eye was N4.7, which requires a Referencing
Explanatory Report (RER) for all nested references in the Referenced
Specificatioin (RS). Even if that stops at the first level of
references, that seems deeply problematic to me.
My other concern is that it puts SCs in the position of being
"encouraged" to get other specifications or their originators to become
part of the ISO process. I like the idea but wonder about putting
additional burdens on the individual members of NBs. Surely ISO has paid
staff who could forage the world for specifications that ought to be in
ISO. I would not mind helping as the mood strikes me but this seems
rather heavy handed.
+1 to making OASIS and W3C AROs! But what of IETF?
