[sc34wg3] New XTM draft

A new XTM draft can be found at
   http://www.isotopicmaps.org/sam/sam-xtm/

The draft will be sent to ISO tomorrow. If any issues come to light  
during the next 24 hours or so they will be corrected before the  
official draft goes out.
This is not a draft for ballot, but the hope is that following  
discussions in Seoul we will finally be able to produce a draft for  
ballot.

Below is a list of changes and corrections that were made, as well as  
changes that were explicitly not made. If you've raised an issue  
that's not listed here, please let me know, so I can make sure we  
haven't forgotten anything.

So what's changed in this draft:

   - Version number is now 2.0.

   - Clauses 4 (syntax) and 5 (deserialization) have now been merged  
in order
     to give a more readable specification, and to cut down on  
redundancy.

   - The <instanceOf> element has changed its name to <type> except  
inside
     <topic>, where it remains as is. The rationale is:

       - It represents a different relationship inside <topic> from  
elsewhere.
         This makes that clear, and also simplifies the specification  
of the
         deserialization.

       - The new name is consistent with TMDM.

       - The new name is shorter and more directly expresses the  
semantics.

       - <instanceOf> can now allow multiple topics inside itself  
instead
         of having to be repeated to provide multiple types.

   - Annex D (on deserialization) has been removed, and what little  
content
     it contained incorporated into clause 4.

Minor corrections:

   - The term "topic characteristic" was used, but is no longer in TMDM.
     Now removed.

   - Clause 5.11 para 4 (previous draft) forgot that <resourceData> also
     occurs inside <occurrence> elements. Now corrected.

   - Clause 5.1 (previous draft) used "XML document" and "XTM document"
     inconsistently. Now fixed.

Changes not made:

   - Added scope on <mergeMap/> was not added back. See

     for why. Unless more information emerges either on the mailing list
     or in Seoul nothing more will happen on this.

   - XLink support has not been added back. The only arguments in favour
     so far are in

     but they were countered in

     This debate is not entirely over yet, so more arguments may yet  
emerge.

   - <resourceRef> was not removed, essentially for the reasons given

   - <resourceData> is still with us, primarily because no better  
name has
     been found, and <resourceData> goes nicely with <resourceRef>.

   - <type> is not required inside <topicName> for reasons given here:
