[sc34wg3] Canonical XTM question

We are implementing the latest CXTM draft, and found something we
didn't quite understand in section 3[1], second point in the bullet
list:

  "If the value of the [reference] property starts with P ..."

The question is, how could it *not* start with P when step 1 says:

  "Let the value P be the value of the [reference] property of the
  locator item with any fragment identifier and query removed and any
  trailing "/" character removed."

Something seems to be wrong, but it could be our understanding, of
course. :)
