[sc34wg3] XTM 1.1 / TMDM item identifiers

Hi,

In the XTM 1.1 thread the idea to remove the [item identifiers]
property (except from topics) was brought up.

Now, the latest versions of XTM 1.1 / TMDM keep the [item identifiers]
at all topic map constructs.

I am curious why the decision was made to keep the [item identifiers].
