My thinking thinking is that TMAs have the option to use the names of
other TMAs, for example in conferring rules that confer a value on
a property defined by the given TMA on the basis of a property defined
by another TMA. E.g. TMA-A::Age = years( today - TMA-B::Birthdate ); in
this pseudo syntax example, TMA-A uses the name of TMA-B.

Steve, Patrick, can you clarify if a TMA is allowed to use the name
of another TMA?

Two issues here come to my mind:

- what is a TMA infrastructure? (I've used the term 'environment' for
  this)
  There are a couple of terminals in the BNF that have no productions
  ('unconstrained by the TMRM'). I guess the 'infrastructure' is where
  the productions must be defined.

- Is it ok for this to be outside the specs?
