The statement "A topic map is a collection of topics and statements made
about the subjects they represent." is inadequate as it fails to mention the
fact that a topic map also records the ways in which topics are associated
in the minds of the topic map author.

4.2 Information resource
To claim that an information resource is "A resource that can be represented
as a sequence of bytes and thus could potentially be retrieved over a
network." will make it impossible for non-electronic (and analogue)
resources to be an information resource. I would suggest you be more
explicit and refer to this as a Digital Information Resource rather than
give it such a generalized name. Then you can use information resource as a
term that indicates both electronic and non-electronic sources of
information.
