Meaning, the question contains a misconceived opposition. It is not
either/or. It is both/and.
Please read (and comment upon, if you have time (see
http://www.isotopicmaps.org/tmmm/procedure.html)) section 5.1
(parid0271) which starts: "This RM4TM [ie, the "RM"] constrains the
definitions of "Topic Maps Applications (TM Applications), establishing
the criteria that such defintions must meet...."
You will see, again, that is is not a question of either/or. It is
both/and.
