I'm a minimalist when it comes to glossaries. You ought to have your really
essential terms and concepts identified. Somewhere you need to map
abbreviations. For that, I like some sort of table of
acronyms/initialisms/abbreviations; since the directives don't call for it,
you can either work it into the glossary or make it an appendix. The
glossary is generally a normative part of the standard, but I'd advise
against making it the primary explanation of things. Better to do that in
context, in the body of the standard.

Graham and I will have the same issue real soon now. We were wondering
whether we could just autogenerate the whole glossary by adding in the
terms and definitions found in the rest of the document. (Some
rewording will be needed, but that's OK.) Does that sound like it will
be OK?
