DTD conformance is certainly not the same as ISO 13250
conformance, as this simple example shows:

<?xml version="1.0" encoding="ISO-8859-1"?>
<topicMap xmlns="http://www.topicmaps.org/xtm/1.0/"
           xmlns:xlink="http://www.w3.org/1999/xlink" id="foo">
<topic id="bar">
   <instanceOf><topicRef xlink:href="#foo"/></instanceOf>
   <baseName>
     <baseNameString>A topic map</baseNameString>
   </baseName>
</topic>
</topicMap>
