Let me second Martin, and also Anthony, on that.
"Modeling Principles" seems too weak and potentially confusing.
"Topic Map Metamodel" sounds great to me.=20

BTW just discovered http://www.metamodel.com/
Seems to me that it defines quite neatly what metamodels are or should
be.
