Under what conditions are the members optional in an association (or is this
to do with templates?)

I'm not sure about:

- a piece of data (name string)
- a subject indicator (specifically some URI etc - which isnt the topic but
indicates the nature of the topic)

Under what conditions is if valid to merge resource references?
