This is a very useful piece of work that will make it much easier to
evaluate the various language proposals.

One thing it does not cover is the various ways in which one might
want to refer to a topic: All the examples use something that looks
like an XML ID, but we need to be able to use subject identifiers,
source locators as well, I imagine... and what about internal object
IDs?

We should get Rani's solutions into this document and then give it
a number. Preferably before March 16th, so that National Bodies have
time to consider it before the meeting.
