Up to the editors, Rani/Benjamin.

Until we actually (or ISO) cancels the project, I don't know of any 
reason why a draft document could not appear in the repository.

I say that mostly because the SC 34 document repository is more likely 
to be available for future work on query languages than private sites.

It would not be "publication" but simply posting the document to the 
repository. Different activities from an ISO perspective.
